Chapter One: Introduction
1.1 Background of the Study
Intergovernmental relations refer to the interactions and coordination between different levels of government—federal, state, and local—in the governance process. In Nigeria, effective intergovernmental relations are crucial for the successful implementation of development programs, especially in rural areas. Minna, the capital of Niger State, has faced challenges in the development of rural infrastructure, such as roads, healthcare facilities, and schools. The relationship between the federal, state, and local governments plays a key role in shaping how resources are allocated and how infrastructure projects are planned and executed (Aminu & Saleh, 2023). This study will explore how intergovernmental relations affect rural infrastructure development in Minna LGA, particularly in relation to the coordination of resources, responsibilities, and policies between the different levels of government.
1.2 Statement of the Problem
While federal and state governments have significant influence on rural infrastructure projects, the local government plays a critical role in the execution and maintenance of these projects. Poor coordination between the three tiers of government has often resulted in delays, insufficient resources, and incomplete projects. This study seeks to assess how intergovernmental relations in Minna LGA influence rural infrastructure development and identify the challenges and opportunities for improving cooperation between the federal, state, and local governments.

The study will focus on Minna LGA, Niger State, and will examine the intergovernmental relations related to rural infrastructure development. Limitations include the potential reluctance of government officials to disclose sensitive information and challenges in accessing detailed data on infrastructure projects.
